Static HTML Instance

In the near future, we may provide a static HTML/JS instance without PHP or MySQL for those who need to host only basic websites.

Note that static HTML pages can still be hosted on PHP/MySQL instances, which support HTML natively (because there is a webserver to serve webpages, and all webservers support static HTML).
